Area Statistics Ethnicity/Race: Latinos represent 86% of the project area population, Blacks 6%, Asians 2%, and Whites 5%.

Income/Poverty: 35% of all households make less than $25,000 a year.  31% of persons are in poverty.

Education/Language Spoken: 66% of all adults have less than a 12th grade education.  A majority (77%) of residents speak a non-English language at home.i

Substantial Presence of Families With Children Ages 0-6ii
The project area and city have a greater proportion of families with children ages 0-6 as countywide.   

  • 31.5% -- 52 out of 165 – of families in the project CT have children aged 0-6.
  • 33% -- 3,254 out of 9,701 – of families in the area ZIP have children aged 0-6.
  • 26.7% -- 212,981 of 798,719 – of families in the city of Los Angeles have children aged 0-6.

The mean scaled STAR score for students in the project area was significantly lower than for students in Los Angeles County in 2003 (275.3 vs. 340.6)

  • 74% of third graders in the area tested at the below basic or far below basic level in English and Language Arts (compared to 41% of students in LA County)
  • 53% of third graders in the area tested at the basic or below basic level in Math (compared to 33% of students in LA County)
  • In 2002, 26% of 3rd graders in the project area scored at or above the 50th National Percentile in reading (compared to 41% of 3rd graders in Los Angeles County).
  • The districts with the highest percentage of 3rd graders scoring at or above the 50th National Percentile in reading were La Canada (91%) and Manhattan Beach (93%)
  • The districts with the lowest percentage of 3rd graders scoring at or above the 50th National Percentile in reading were Lennox (16%) and Compton (22%).

High Incidence of Crime, Domestic Violence and Assaultvii

  • The City of Los Angeles had higher rates of violent crime, domestic violence and assault than other county areas.
  • In the city of Los Angeles, there were 34,760 domestic violence-related calls for assistance in 2002 – 5,461 of these involved weapons.  Los Angeles accounted for 58% of all domestic violence-related calls in Los Angeles County.
  • There were 13,196 aggravated assault/domestic violence crimes in the city of Los Angeles (up 4.6% since 2001).
  • In East Los Angeles there were 1,234 violent crimes committed in the year 2000 (1.4% of crimes in LA County).
  • In the city of Los Angeles there were 51,695 violent crimes committed in the year 2002 (over 57% of crimes in LA County).
